February 1 to February 29, 2020 when you purchase a re-usable bag at the Winn Dixie located at 6851 Gulfport Blvd S, South Pasadena, FL.  The key is to look for the reusable bags with a Giving Tag that features a blue heart with $1 in it.  The bag racks are located between AISLES 7 & 8 at the END of the aisles.
